Cisco ios tftp download slows to a crawl

We have a policy that allows P2P traffic but limits it to 64kbps. Whenever I add kazaa2 to the list of matched protocols, all web browsing slows down to a crawl and it appears that normal HTTP traffic is being matched by this protocol. Not sure if it can be done in IOS, but can you prioritize your return path ACKs? I find that when I max out either download or upload everything slows to a crawl otherwise unless I do some ack prioritization (or indirectly by throttling other connections back by 1%).
